Constitution and Bylaws
of the
Washington County Retired School Personnel Association
 
ARTICLE I Name:

The name of the Association shall be the Washington County Retired School Personnel Association. It may also be abbreviated WCRSPA.

ARTICLE II PURPOSE:

Purpose of the Association shall be
(a) To cooperate with the Missouri Retired Teachers Association (MRTA). (b) To work with the other units in Region 11 of MRTA and the Southeast District Department of Retired Teachers.
(c) To cooperate with the National Retired Teachers Association (NRTA) and the Division of the American Association of Retired Persons (AARP).
(d) To promote continued interest in the teaching profession and the causes of education.
(e) To promote the economic, social and professional statue of retired school personnel.
(f) To promote the passage of legislation that benefits retired school personnel.
(g) To promote the involvement of retired school personnel in community service.
(h) To foster good fellowship and concern for well-being among retired school personnel.


ARTICLE III MEMBERSHIP:

(a) Membership shall be open to all retired school personnel (certified and non-certified); for example, teachers, administrators, supervisors, teacher aides, nurses, secretaries, custodians, bus drivers, cooks, etc.
(b) Spouses, active teachers, and others interested in education may also become Associate Members without the right to vote, hold office or represent the Association.
(c) Complimentary membership will be given to a current active member who goes into a nursing home.

ARTICLE IV MEETINGS:

(a) Meetings will be held at 10:00 a.m. on the last Wednesday of each month. There will be three exceptions to this date. The November and December meetings will be held the third Wednesday of the month due to Thanksgiving and Christmas. Alternative dates may be voted on by the members. There will be no meeting held in July.
(b) Executive Committee meetings will be called by the President as necessary.

ARTICLE V DUES:

(a) Local dues will be determined by the members of the WCRSPA.
(b) Current members may pay local dues for the fiscal year that begins on January 1 and ends December 31, beginning in October.
(c) New members paying dues after July 1 may regard their dues paid through the next fiscal year.
(d) State dues will be billed directly to members from the MRTA office and are payable to that office.

ARTICLE VI OFFICERS:

(a) All unit officers shall be current paid member of both the local and the state MRTA Organization.
(b) The officers of the WCRSPA will be President, Vice President, Recording Secretary, and Treasurer.
(c) Officers shall serve for a period of two years.
(d) Officers shall be elected in November, installed at the January meeting and take office in February.

ARTICLE VII DUTIES OF OFFICERS:

(a) The President shall preside at all meetings of the Association and serve as an ex-officio member of all committees except the Nominating Committee, appoint all committee chairmen and members, and fill all vacancies until the next regular election.
(b) The Vice-President shall assist the President in every way possible and act as President in the absence of the President.
(c) The Recording Secretary shall keep the minutes of the WCRSPS and file them for future reference, keep an attendance record, and help the President with correspondence.
(d) The Treasurer shall accept local dues and other moneys pay authorized bills, and keep an accurate paid membership list. The President shall also be authorized to be the second name on the bank account and write and sign checks in the absence of the Treasurer.

ARTICLE VIII COMMITTEES:

(a) The Executive Committee shall be composed of the officers and committee chairs, shall help the President plan the work of WCRSPA, and shall act for WCRSPA in the event of an urgent situation that needs attention before a regular meeting.
(b) The Program Committee shall plan informative, interesting entertainment programs; use committee chairs as resources for programs; and work with the newspapers to ensure publicity for the meetings.
(c) The Membership Committee shall inspire and involve all members in recruiting new members and shall serve as telephone callers to remind members of meetings or inform members of urgent situations that arise between regular meetings.
(d) The Retirement Planning Committee shall establish contacts with knowledgeable persons on retirement planning issues, shall stay in contact with area schools to get lists of retirees to be guests at the August meeting of the WCRSPA.
(e) The Community Service Committee shall establish contacts with community service organizations, senior agencies, and schools to determine how the WCRSPA can help meet needs of these organizations; shall encourage members to volunteer to help meet these needs; and shall develop service projects as needed.
(f) The Informative and Protective Committee shall promote the well-being of retired school personnel by helping them obtain services and information that they need to solve or avoid financial and personal problems, shall serve as a source of information on available services, and shall alert members to anticipate and avoid potential problems, such as crime, health problems, safety hazards, and legal issues.
(g) The Legislative Committee shall become knowledgeable about the effective means of participating in the legislative process, shall stay in communication with MRTA Legislative Committee and AARP State Legislative Committee, and shall advise members of the WCRSPA of legislation that affects the well-being of retired school personnel and their retirement benefits.
(h) The Publicity Committee shall publish articles of newsworthy WCRSPA events, with photos if possible, in the local newspaper.
(i) The Courtesy/Memorial Committee shall send get-well wishes, expressions of sympathy, and thinking of you notes to the WCRSPA members.
(j) The Memorial Committee shall present a memorial service each year for deceased members of WCRSPS and shall contact the Washington County Library for the selection of books to be given in memory of those deceased members.
(k) The Nominating Committee shall be appointed by the President, with approval of the members of the WCRSPA members in September of the year when officers are elected. The Nominating Committee shall present a slate of officers at the November meeting for their election.

ARTICLE IX PARLIAMENTARY PROCEDURE:

(a) This Constitution and Bylaws may be amended by two-thirds of those members present and voting in a regular business meeting.
(b) A quorum shall consist of the WCRSPA members present at a regular meeting.
